Another step you can take is to lift the float inside of the tank. The toilet float is at the top of the tank, and it controls the water flow into the tank. When the float is up, the water will shut off coming into the toilet. 

If the above two steps do not work, you can turn the water valve off at the base of the toilet. There is a valve at the back of the toilet that controls the flow of water to the toilet. While this is a last resort step, it will stop the water source to your toilet. 

Once you have stopped the water flow, the water inside of the bowl should start to go down after a minute or so. When the water is down, you go to the next step.

The plunger uses suction and pressure to break up the clog and restore water flow: 

  • Place the plunger inside the bowl with the head of the plunger inside the area where water drains 
  • Pump the plunger’s head up and down in a quick motion. This should cause any water remaining in the bowl to go down 
  • Flush the toilet when the water has gone down as far as it can 
  • Repeat steps two and three until the toilet is flushing properly
